  • Summary*

Manages all supply arrangements for Tesoro Supply Chain through strategic supplier relationships for the designated region. Provides Procurement support for Major Capital Project work.

  • Responsibilities*

  • Manages assigned categories to optimize the supply base and deliver financial benefit to the business, supported by category plans and strategic sourcing initiatives.

  • Executes strategic sourcing processes for assigned projects from market intelligence, business base-case and development of scope to commercial negotiations, supplier selection and contract execution.

  • Collaborates with relevant category managers, contract administrators and internal project stakeholders to:

  • Develop category plans and strategies

  • Conduct ongoing market analysis and leverage supply chain knowledge to understand and articulate market trends and spend analytics

  • Execute sourcing initiatives that are aligned to business objectives and deliver value to major capital projects

  • Conducts economic analysis, cost modeling, TCO analysis in support of assigned strategic sourcing events & bid evaluations. Develops credible business case for sourcing initiatives, supported by market data, commercial objectivity and relevant business and technical factors

  • Works with project stakeholders to understand the demand/spend profile of assigned category and sub- category risks and business requirements for project sourcing.

  • Continuously communicates to and aligns with stakeholders, on category initiatives changes and status updates, including implementation plans and category metrics

  • Understands and utilizes Major Projects Procurement SCM standards and procedures.

  • Actively seeks and identifies opportunities for value creation (cost savings, cost avoidance, revenue enhancement) and risk reduction, within their assigned projects.

  • Utilizes supply chain tools, templates and systems, as prescribed by the SCM Function.

  • Requirements*

  • Bachelor’s degree Procurement, Supply Chain Management, Business, or related field

  • 10 or more years of Procurement, supply chain, commercial, contract development, or contract management

  • 5 or more years in Project Procurement, Project Management or Project Contracting

  • Strong knowledge of Midstream project contracting and pipeline construction.

  • Proficient in SAP and ARIBA Systems.
