Position Summary:

Responsible, under general director of Refinery Manager, to provide leadership, director and strategies for process engineering, advanced process control systems, process-related project development and product quality laboratory. Key role in EHS excellence, business improvement, process unit availability/health, variable cost management and talent development. As designated, may act in capacity of Refinery Manager in his/her absence.

Key Responsibilities:

  • Ensures safe, reliable and compliance staff work performance. Works with operations to establish compliance with company and regulatory standards in alarm, process safety controls and risk reduction. Seeks cost-effective solutions to environmental compliance especially related to California rules such as nitrogen (NOx) emission standards, greenhouse gases, Low Carbon Fuel Standard (LCFS).

  • Ensures Technical department works with Operations/Maintenance to improve unit health and availability including turnaround cycle excellence. Works with Inspection/Engineering organization to improve process-related protection against loss of containment. Ensures adoption of and adherence to engineering/industry standards.

  • Leads initiatives to improve profitability through application of capital process development, and optimization of existing facilities through process improvement and advanced process control.

  • Oversees laboratory support for safe, compliant and reliable refinery operation and certification of fuels, including CARB-regulated specifications.

  • Exercises financial stewardship to control department expenditures. Works with Operations to eliminate inefficient usage of energy and other variable costs of operation such as water, catalyst and chemicals.

  • Ensures department is staffed, trained and inspired to successfully perform. Initiates selection, promotion, assignment and corrective actions when appropriate, and is accountable for fair and uniform application of HR policies. Oversees career paths and succession planning.

  • Participates as a member of refinery's leadership team in development of strategic and operational plans and in day-to-day execution. Establishes department-specific objectives in alignment with these plans.

  • EDUCATION* and Experience:

  • Minimum undergraduate degree in chemical engineering required.

  • Minimum 15 years' refinery engineering experience with at least 5 years' supervisory/management experience in progressively responsible positions required.
